No, Ulfric was the Jarl of Windhelm for years prior. Also, doesn't anybody think it's strange that they said Ulfric was present during the Moot when they chose Torygg to be High King, but isn't the Moot made up only of jarls, and didn't Ulfric only become jarl after he killed Torygg? Ulfric use "shout" first and then kill Torygg by sword. This challenge, called on the court/yard, could not be rejected by Torygg, such is in the nords law and custom. We generally don't put an NPC's title in the title of NPC pages. I think this page should be simply "Torygg", and maybe a last name if one is provided.
